Charlie, A sickle bar mower would do the trick IF you don't need to cut anything but grass. You would have to have one that "doesn't" have a pitman arm. The ones with pitmans don't allow you to cut much that isn't level. Most pond bank that I have seen are not very level. JerryG ....

You might want to try a micro-mower, they are like a boom sickle mower and give you more reach. Art ....
